In Bleach, the Eleventh Squad is typically not supposed to perform Kido techniques, and that one fairy, queer ass fag does in the show, but he even says himself 'we aren't supposed to do this so don't tell anyone'. So, if you are in eleventh squad...wouldn't it make more logical sense to trade in your Kido techniques in for Shunpo's or other things... I mean. I don't think I am ever going to use Kido, but yet... I still have them. Just seems like a waste of a slot.
2 Kido techs = 1 Shunpo... 4 Kido techs = 2 Shunpo... etc.
It just seems like a waste for my character, and all other Eleventh Squad characters to have kido techniques if they aren't supposed to use it, and for my character, whom will never use it. Basically, all it will be doing is adding a Shunpo each time you gain 2 ranks. A substitution with kido for shunpo. (Considering your a kido nonspecialist.)

Just because people arnt supposed to use it, doesnt mean they cant learn it.
This is why 11th division prolly wont be any higher than a Kido Non Spec though =\

Yeah just don't specify in it and be badass in the other fields? An example would be Renji, he went to the Shinigami Academy where he learned a few basic spells. From there he went to the fifth squad before going to the 11th Squad for a while. He did not just forget every spell he had learned when he was in that division xP
