Lets say someone ability was control. Like gaara from naruto...though minus the shield of course. Would that...Just be an auto no or what?

Control of sand particles is a potential ability that may be accepted.
A character who is essential a Bleach rip-off of Gaara would not, however, be accepted.

That is pretty much like Takuya just said, but if you just said control of sand then you wouldn't be accepted for in this site you need to go into detail with how it works. But overall, you can't just "control sand", it's not that simple.
