Can techniques be revamped? Is there some sort of permission on reason needed?
Can a character be revamped without dying? What can change?

Techniques can be revamped. Ask permission from me or Yuri to do it.
Characters can also be revamped, if you get permission from me or Yuri. You can plausibly change everything, even the race.
However.. You need to provide a logical reason as to why your character would be changing.

Ok can I revamp this technique? Name Schlitz Schlagen (Crack the Whip) Level: Low/Medium/High Description: After practicing for some time with his whip Naka has learned to move past simply forming reiyoku into the shape of his weapon. This skill draws reiyoku into the whip as it flows, focusing it towards the tip of the weapon. As it builds there Naka condenses it, forcing more and more reiyoku into the same small space. When the whip is cracked the gathered spirit particles are released explosively, forced out in a dangerous blast. This blast is small, but highly condensed due to the large volume of reiyoku gathered. The blast only extends in a foot radius from the tip of the whip, but is quite powerful. Generally this blast results from a single fluid strike with the whip, but with preparation its strength can be increased dramatically. With half a turn of preparation (3 sec) the power level increases to medium, and with a full turn of preparation (6 sec) it can become even more powerful, increasing to a high level blast. This is possible because of the greatly increased amount of reiyoku absorbed during longer periods of preparation. Restrictions: Known by Naka. I want to make it universal, change the scope of the power to be based on the character's input, etc. The basic function of the technique will remain the same. So it would be possible to change characters entirely without dying? Any chance I could get some idea of this 'logical reason' you are referring to? What if I wanted to change less, like stay the same Quincy but change my reiiro, reibuki, and techniques?

Those are feasible changes but I don't want to see revamps being abused. If you are constantly changing, then there will be consequences. Put up the revamped version of that technique and we'll check it out.

Ok will do, I just have realized that the ability is sorely underpowered imo, to the point where its usefulness is reduced.
Still wondering about an answer to this question, as well as sort of a defined set of rules for revamps
