Something I think is important to note is the differences in power of each of the character groups. The most important thing to remember is that a member of any race, with all of their powers fully unleashed, should be more or less an even match to a member of any other race with fully unleashed powers, assuming that they're both at the same rank.
This means, among other things, that the distribution of strength and reiatsu between one's stages of power vary from race to race. For example, Neo Quincy and Advent Humans (Until the unlocking of Ultimate Advent), always operate at their full capacity. This means that they're always releasing a large amount of power, and that other races have to unleash their strength to meet them.
By contrast, you could consider that a Shinigami, in sealed form, operates at a fraction of their true might. By unleashing Shikai, Shinigami bring their reiatsu to a fair portion of strength. This strength expands exponentially when they unleash Bankai, finally revealing their full might. Shinigami have graded levels of strength, though Bankai is the biggest jump in power for them.
Hollows rest somewhere between Shinigami and the human races. They normally operate with a fair portion of their strength active, but they do reserve the ability to perform a Resurreción, bringing them to close to their full strength. The highest levels of Arrancar can perform Resurreción Ultima, a kind of Bankai style release that brings them to the zenith of their power.
Vaizard have the most options of all; they have access to both Shikai and Bankai, which they can augment with their Vaizard Mask. The Shikai and Bankai deliver boosts of power that are comparable to Shinigami, but these alone lag somewhat behind the power of pure Shinigami as they grow in power. They can more than make up for this difference by donning their Hollow Mask. It is notable that Vaizards are some of the most powerful, due to the explosive power generated by their short term mask, compared to the lesser, more stable power of long term Bankai and Resurreción. A Vaizard, while wearing their Hollow Mask, are more powerful than any other race, due simply to the time constraints of this release.
In reality, however, all creatures reach the same areas of strength. Bear in mind, also, that these abilities grow in strength. For example, at Rank 15, a Shinigami's Bankai and an Arrancar's Resurreción are both power boosts of the same strength. However, At rank 20, despite the Arrancar having achieved Resurreción Ultima, the Bankai remains on par with the Arrancar; they have gained strength and control that keeps their power equal with Arrancar, even in the face of these new abilities.
So remember that, even if you have access to multiple stages of power, your opponent's abilities also grow and evolve, even if they don't gain new ones.
